CCC - Certificate of Completion and Compliance

Salam sejahtera,
Post kali ni nak bercerita luar dari bidang monyet dan logam. :) Post kali nih berkisar mengenai CCC (Certificate of Completion and Compliance) atau Perakuan Siap dan Pematuhan. Apa itu CCC? Ok, ccc ni mula diperkenalkan dan di lancarkan pada 13 April 2007 oleh previous PM Pak Lah. CCC ni mengantikan CFO ( Certificate of Fitness For Occupation ) atau sijil Akuan Menduduki yang mana dulu PBT ( Pihak Berkuasa Tempatan) yang issue sijil nih. Tapi start 12 April 2007, Arkitek atau Jurutera yang akan issue CCC nih. Nak cerita sumer2 pasal ccc ni letih gak. nak tau banyak bole pergi kat PAM ( Persatuan Arkitek Malaysia) nyer website atau LAM ( Lembaga Arkitek Malaysia).

Secara ringkas nyer, owner bole start masuk duduk tinggal (occupy) bangunan yang dah siap lagi cepat sebab arkitek yang akan bagi Sijil, bukan authority lagi, secara teori nyer laa. Tapi...haha, ada tapi tuh. Jangan ingat dah ada ccc ni lagi cepat. so far yang aku dah experience 2 project yang libatkan pengeluaran ccc nih, lebih kurang jer slow nyer, sebab... sebab apa? sebab issue authority jugak laa.
Ok, secara ringkas nak brief jap pasal ccc ni, CCC terdiri daripada:
1. Borang F ( beli kat LAM)
2. Borang G1-G21 ( Download dari LAM website)
3. Borang B ( Borang ni isi submit masa nak start kerja-keja membina)

Borang F
Borang F ni ada 4 salinan. Salinan pertama untuk Owner, kedua untuk arkitek yang issue, ketiga untuk PBT dekat mana area project tu, dan keempat untuk Lembaga Arkitek Malaysia. Salinan kepada PBT dan LAM kena submit dalam masa 14 hari dari tarikh issue F kepada owner/klient.

Borang B
Borang B ada 2, i)Notis Memulakan Kerja Bangunan, ii) Notis Memulakan Kerja Cerucuk.

Borang G
Ada 21 borang G ni;
G1 - Notis Kerja-Kerja Tanah
G2 - Notis Pemancangan Tanda
G3 - Notis Asas Tapak
G4 - Notis Struktur
G5 - Notis Air Dalaman
G6 - Notis Sanitari Dalaman
G7 - Notis Elektrikal Dalaman
G8 - Notis Menentang Kebakaran ( Pasif)
G9 - Notis Menentang Kebakaran ( Aktif)
G10 - Notis Pengudaraan Mekanikal
G11 - Notis Pemasangan Lif Eskalator
G12 - Notis Bangunan
G13 - Notis Sistem Air Bekalan Luaran
G14 - Notis Retikulasi Pembentungan
G15 - Notis Loji Rawatan Pembentungan
G16 - Notis Sistem Bekalan Elektrik Luaran
G17 - Notis Jalan Dan Parit Jalan
G18 - Notis Lampu Jalan
G19 - Notis Parit Luaran Utama
G20 - Notis Telekomunikasi
G21 - Notis Pandangan Barat

Semua borang ni kena isi, tapi tak semua related. Contoh macam banglo, G15 x berkaitan, G17 pun x berkaitan, dan lain2 lah. Borang2 ni download dari LAM website. Dan kena mengikut negeri. Contoh projek kat KL, kena guna borang yang ada title kat atas undang-undang kecil bangunan (WPKL) 1985. Kalau projek kat Ampang, Selangor guna borang title undang-undang kecil bangunan seragam selangor 1986, kalau seremban, undang2 kecil bangunan seragam negeri sembilan, dan yang seterus nya lah. Dulu mula2 takder, sumer guna borang standard, sumer negeri samer jer. Pastu LAM dah keluar borang baru ikut negeri. Yang best nya mula-mula dulu, PBT pon ada keluar borang dia sendiri. hahah. yang x best nyer, bila submit, alamak encik, ini borang lama laa, anda kena isi guna borang baru yang LAM kluarkan. Naya kan.

Berbalik kepada isi form ni, nak kena attach ngan surat pengesahan dari jabatan, agensi berkaitan. X bole submit form jer. Yang jadi persoalan nyer kan, PBT dah tak bertanggungjawab,kira lepas tangan laa nih. Semua liability jatuh ke atas arkitek dan jurutera, tapi still nak minta surat clearance dari depa. IWK, Syabas, Bomba, tu memang wajib laa kena attach sebab agensi luar( kalau berkaitan). Contoh ada satu PBT ni, dalam approved plan tu ada cop mereka laa, kata nya ' Jabatan ini tidak bertanggungjawab ke atas rekabentuk dan struktur bangunan ini'. Yang best nya, arkitek x bole nak issue CCC lagi kalu x dapat clearance letter dari jabatan itu. WTF! Lu pikir la sendiri. heheh. Kata x bertanggungjawab, tapi kena dapat pengesahan dari mereka mengatakan jabatan ini tiada halangan ke atas rekabentuk/ project bla bla bla ini. Funny PBT.

Itu pasal kena attach surat pengesahan. Next, bahagian kontraktor tred, pon kena attach depa punyer sijil, macam sijil CIDB registration, sijil SPAN, etc. Nak menunjuk kan mereka adalah kontraktor yang sah, bukan cap ayam.
Dalam website LAM ada guidelines camner nak isi form nih, tapi guidelines depa agak konfius.

Banyak cerita pasal ccc nih, osc lagi banyak cerita, maki menghamun, dsb nya. Tapi, itulah..arkitek ni pekerja social. Kami berkhidmat untuk rakyat dan pembangunan negara. nak x nak layan lah kerenah authority yang kadang2 x relevan pon. what to do, wasalam, jumpa lagi.

  5. @seibulan: good luck to you.well,yg penting adalah kerja2 yg berkaitan dgn form tuh mesti siap b4 panggil council atau related authority utk inspection.usually within 1-2 weeks depa bg clearance letter klu xder comment.

    1. i xder contoh borang F, tapi you bole beli dari LAM dan PAM. You bolehlah refer dengan mereka contoh pengisian.

    2. Seperti artikel di atas, ccc terdiri daripada borang F, Borang B dan Borang G's. so, bila u issue certificate(borang F) kepada owner,council dan LAM, u kena include kan borang B's dan G's. make sure u ader cover letter dari firm u skali.

  30. Hi, I anak nak tanya for Borang G Number 8 & 12.. biasa I bagi my director yang sign, die ni mat saleh now die questioning I,kenapa die yang kene sign n kenapa x bagi pada PM or PD untuk sign. Ada ap2 terms yang katakan only director jerkk yg bleh sign borang tersebut. I try call LAM tp x pick up call..anyone tau x pasal ni coz I kene report kat die balik. ;(
